Description:

The course explores how EU administrative procedures are used to implement and enforce EU law and policies. It examines their legal framework, guiding principles, practical operation, and current challenges within the EU’s multilevel governance system. The course covers EU direct administration, ‘comitology’, composite and hybrid procedures involving EU and national authorities, as well as co-regulation and self-regulation involving private actors.

At the end of this course, you will have mastered:

  • How to work with various types of administrative procedures within the EU multilevel system including direct administration, ‘comitology’, composite/hybrid administrative procedures, and co-regulation or self-regulation;
  • How to operate with different types of EU administrative actions such as binding and non-binding acts, regulatory and individual acts, preparatory and internal administrative acts, and public-private frameworks in the context of EU administrative procedures;
  • The roles and responsibilities of the various actors of EU administration such as EU institutions, offices, bodies and agencies, national authorities, private stakeholders, and the interplay between them in the context of EU administrative procedures and regulatory networks.
