Since 2012, EIPA’s European Centre for Judges and Lawyers (ECJL) in Luxembourg has held annual conferences on the theme ‘European Union Civil Service Law’. These events have been a great success and have established themselves as a high-level forum for discussion, attracting the enthusiasm of many participants, including judges from the General Court, legal representatives of the European institutions, university professors and lawyers specialised in this field who actively contribute to shaping debate in this area each year.
In light of this continued success, EIPA wishes to repeat the experience by organising the 16th Annual Conference, which will not only provide participants with an in-depth update on recent developments in EU Civil Service Law, but also offer a unique opportunity for exchange, reflection and thought leadership on key substantive and procedural issues. Through expert-led panels and discussions, the conference aims to foster dialogue between theory and practice and to encourage forward-looking perspectives on emerging challenges in the field. This will be an occasion to explore some of the recent developments in both substantive and procedural law.
Course methodology
Leading experts in the field (justice professionals, lawyers and legal counsellors, EU officials, etc.) will analyse a series of contents proposed by the programme. Ample discussion sessions will feature in the programme to allow for questions and debate. Moreover, the social elements in the programme (meals, evening cocktail, etc.) will be excellent opportunities for professional networking.

The programme of this year’s conference will comment and discuss, inter alia, the following topics:
- Recent developments in substantive EU civil service law;
- Recent developments in procedural EU civil service law;
- Misconduct of EU staff and disciplinary proceedings;
- Psychological harassment: practice and recent case law.
