The annual conference titled “Recent Trends in the Case Law of the Court of Justice of the EU” has been held by the European Centre for Judges and Lawyers, a division of the European Institute of Public Administration in Luxembourg (EIPA Luxembourg), since its founding.

The purpose of this annual event is to review and comment on a number of key judicial decisions issued by the Court of Justice of the European Union (CJEU) during the past 12 months. These judicial decisions have been selected for:

  • They offer a first-time interpretation on certain EU legal instruments;
  • They give a new meaning to existing legal rules;
  • Or they adapt or re-examine past jurisprudence.

The program of this special 30th Anniversary Edition will feature a number of key decisions in the field of the Rule of Law and the independence of the judiciary (the conditionality regulation), the configuration of the EU legal system, EU procedural law, EU citizenship (and the consequences of Brexit) and fundamental EU law principles (state liability and the principle of ne bis in idem).

It will also present an analysis of major recent judgements on substantive EU law matters such as free movement of persons (children of same sex couples), EU competition policy (dominant position and exclusionary practices), data protection and digital governance and EU consumer protection law. The program will be completed with a discussion of the Court’s most recent rulings in the various facets of the area of freedom of security and justice: immigration (detention cases) and judicial cooperation in civil matters (concept of habitual residence). Finally, the recent case-law on the review of legality EU external sanctions will be analysed.

Finally, as a particular feature of this 30th anniversary edition, the conference will offer the occasion to ponder on the evolution of the caselaw of the Court in four particular sessions dealing respectively with the judicial enforcement of EU law over Member States, competition, the European Arrest Warrant and free movement of persons.

This annual edition: EIPA Luxembourg 30th Anniversary Celebration

In 1992, EIPA founded the European Centre for Judges and Lawyers in Luxembourg, and since then, the centre/EIPA Luxembourg has been a hub of EU legal expertise and network.

During its 30 years of history, EIPA Luxembourg has carefully scrutinized the work of the CJEU, analysed and commented on its rulings and has assisted national judges (from Member States and Candidate Countries), court staff, civil servants and practicing lawyers in its interpretation and enforcement. Many CJEU officials have assisted EIPA Luxembourg in the accomplishment of its mission, participating in EIPA Luxembourg’s training, consultancy and assistance projects.

This 2022 edition will be an occasion to mark the 30th anniversary of the creation of EIPA Luxembourg and celebrate its contribution to the dissemination, understanding and application of EU law amongst legal professionals.

The methodology of the conference

The commentary and analyses of the rulings proposed by the conference will be conducted by EU law leading specialists (academics, national magistrates, CJEU legal secretaries, EU officials, practicing lawyers).

All sessions will be followed by Q&A sessions and discussion time where participants will have the opportunity to exchange ideas and share professional experiences.

The conference’s breaks, meals and other ludic features (our first evening cocktail) will be an excellent opportunity for networking and socialising with other legal professionals on matters of EU law.
